BECAUSE the provision of prophylactic outfits would encourage exposure to infaction, and therefore also lead

to an increase of infection.

BECAUSE it does not adequately protect women.

It is more important for the combating of venereal digenae to enjoin abstinence from promiscuous sexual inter- course in both sexes than to encourage the use of uncertain measures of protection in one.

On the evidence before us and after careful consideration of the statements made in the pamphlets referred to, and of the conclusions come to by the National Council, are of opinion that however mitable instruction in chemical disinfection and the provision of prophylactic outfite may be in the case of a disciplined force, such methods are out of place and impracticable in this Colony, and we adopt the conclusion come to by the National Council that unless perfectly carried into effect there is no security in such methods of prophylaxis and that it is impossible to instruct the civil population to this degree. We are, however, convinced that provision should be made for thorough and imandinte cloensing after exposure to the risk of infection, We are strengthaned in this conviction after perusing a memorandum adopted by the National Council at a meeting of the Council held on March 22nd last, which has been received while this report was being prepared. The memorandum sets forth seven points of policy and the 3rd, 6th and 7th points support

They are as follows:- the conclusions at which we had arrived.

(3) Whilst it cannot be too clearly or publicly stated that the way to avoid contracting these diseases in to avoid infection and the way to avoid infection is to refrain from all forms of promiscuous sexual intercourse, it must nevertheless be recognised that there exist a large mumber of individuals, men and women, who do not respond either to the moral or to the social appeal, but indulge more or less frequently in promiscuous sexual intercourse and thereby
